The drain, a damp, dark place, seems like a very nice place for the animals, but to be in the drain connotes a negative idea, just like brain drain, the latter, meaning a large-scale emigration of a large group of individuals with technical skills or knowledge from a country due to various reasons such as lack of opportunities or political instability in the country of origin.
