You can have a bonsai plant but not a bonsai kitten or a bonsai cat unless of course, you want to create a furor. I read there is a satirical website somewhere that did just then when it gives have instructions on how to grow a kitten in a jar. The person behind the website is purportedly made by a university student going by the alias of Dr. Michael Wong Chang. Members of the public complained to animal rights organizations for fear of violence towards animals.
